Fixes a missing notification permission on Android 13 and newer. The permission will be requested once on start and everytime the push settings are opened – if the permission has not been denied by the user yet.
Notifications can also be toggled again in the Android app info.

This bugfix update fixes a number of issues:
- Roundsliders were displayed on top of other elements despite the user setting them to a layer below.
- Fixed an error which could cause an app crash after a few hours and very likely caused issues with other plugins like Sonos.
- Various problems with device state requests were fixed.
- Some users could not login in the cloud service and push area of the setup.
This update fixes input handling issues of sliders in popups and includes some other minor bugfixes.
This update fixes Netatmo statuses not being updated anymore after 3 hours.
